I like Kate, too, but they were more like sister and brother. She wasn't there very long and they did't gett along very well anyway. Tony never got to show her his sensitive, deep side of him that only appeared when Kate died, when he had to tell Jeanne the truth, when Jenny died, when Ziva left the NCIS and when his father came to Washington. Ziva was there all this time and knows him so much better, you can see by all the looks they've exchanged that there's definately something going on between them. Even though they fight a lot they're the perfect team, like Nora said in 'Jetlag'. But I think their collegial relationship is good for now, Gibbs would freak if something more developed :D
