This is a classic love/hate relationship where there is constant bickering and fighting. They have even gone so far as to have had marriage counselling (2x16). No one can deny though, that there is more there than a brother/sister relationship. Tony and Kate had a great friendship, which is not questionable really. Ducky summed it up nicely when he said "There are clearly issues from your adolescent and sexually charged bickering which all stem to a desperate desire to please a father figure" The father figure was Gibbs. One of the most hilarious instances of Tate interaction was in Season 2's "The Bone Yard": Tony and Kate having to pretend to be a bickering couple going for paternity testing in order to photograph evidence for Abby. Not only was their dialogue one of the finer moments of TV comedy ("You slept wit' my sista''...'I thought she was you!'..."She weighs 300lbs!") but when back at the lab Tony comments that he and Kate made a good couple. She smirks and replies '...For the Jerry Springer Show'. However, it is a barely-concealed hint that Tony has feelings for Kate; and though she brushes off his comment, her smile says otherwise. Another example of their relationship being 'more than just friends' was in Season 2's "SWAK", when Tony was infected with Y. Pestis. Tony was genuinely sorry when Kate told him she was infected too (even though she wasn't) and Kate's concern for Tony; as a colleague, friend and maybe something more; was touching. And when she was asked to leave as Tony's condition deteriorated, the fact that she collapses crying into Ducky's arms indicates how much she cares about him. This is Caitlin Todd, after all. More examples of their flirtatious relationship can be seen episode "Terminal Leave" where the team are assigned to protect a family threatened by terrorists. In one scene we see Tony brushing his teeth in the bathroom (in his boxers) while Kate's in the shower... although she seems peeved that he's in there she playfully throws her wet sponge at him and he growls back in response! Suggesting to more than just a platonic relationship. They had the sort of relationship that would be very awkward if something formed, but if they ever had to go undercover as a married couple - they might have enjoyed it.
Season 3
As the relationship grew Kate died from a shot between the eyes fired by the terrorist Ari and everyone has their memories of her. When Kate died , Tony looked at her body shocked , with his face covered of her blood .

I miss Kate! She was the best! Don't get me wrong, Ziva is good, but I really liked Kate's character. I thought that her and Tony would be great together. I cried like a baby when she was murdered! I jump in my seat from shock!! I don't think that any one was expecting that to happen.
