A young woman is sauntering down the street listening to music on her headphones. As she passes people, she presses a button on a device. She's scanning for credit card information, trying to steal it from people walking on the sidewalk. She passes one man, the scan works, and she smiles. We next see her coming out of a clothing store with a big grin and several bags of merchandise. McGee jumps in front of her on the sidewalk, gun drawn, with DiNozzo close behind. Much to her bewilderment, they arrest her for espionage and terrorism.

Roll the opening credits.

In the squadroom, McGee demonstrates the young woman's gadget to DiNozzo and, together with Ziva, they chat for a bit. The girl had stolen information for 22 credit cards in the course of an hour. By accident, she happened to choose the worst possible card to use for her shopping spree: one flagged on the terrorism watch list.

Upstairs, Gibbs and Vance are talking. Gibbs hopes that the young woman will be able to lead them to the man from whom she stole the credit card information. Vance is preparing to spend the week in a conference with former NCIS leaders, reviewing old case files. Tom Morrow (the director before Jenny Shepard) has already called Gibbs hoping to have lunch with him someday, but Vance believes Gibbs will be busy. Three dead bodies, suspected smugglers shot by the Coast Guard off the coast of Florida. One of the men was a Navy officer.

With the credit card scanner in hand, Ziva is tracing the young woman's steps on the sidewalk, attempting to scan cards in wallets and purses. Tony is watching from a nearby park bench, while McGee is in the electronic truck. Suddenly there's a match: the last person Ziva scanned is carrying the terrorist's credit card. Ziva and Tony follow him around the corner into an alley, and Ziva's sense of danger begins to tingle. She draws her gun and whips around, training it on a woman taking cover behind a dumpster. The woman has a gun pointed at Ziva. A black van screeches to a stop outside the alley. The woman behind the dumpster speaks, in Hebrew, to her colleague. "Malachi, I recognize this woman." The man they followed turns around. Ziva is surprised as she recognizes her former partner from Mossad. "Malachi?" "Hello, Ziva" he says. Tony groans to himself, "Oh good. The Israelis are back." Phoof!

In the alley, we learn that the young Israeli agent from behind the dumpster is named Liat, and is Ziva's replacement within Mossad. Malachi refuses to explain why they have come to Washington. Gibbs orders the team to take the Israelis back to NCIS for further questioning.

Back at NCIS, Ziva and Liat have an opportunity to talk privately. There is tension between them, and Ziva has clearly researched Liat's background. Down in Autopsy, Ducky has received the bodies of the three smugglers. The Coast Guard's report indicates that the three men were in a pleasure fishing craft dumped crates overboard then opened fire on the Coast Guard cutter. The cutter fired back with heavy weaponry, killing the men. The naval officer, a captain, was on leave reportedly to help his brother pay bills. The Coast Guard's report appears to have inconsistencies with the evidence: Ducky did not find any gunshot residue on the officer's hands. It also appears that the officer was killed by a small caliber round to his head, rather than by the heavy fire from the cutter's Gatling gun.

Abby has made progress. While making small talk, she reminds Gibbs that the last time the Israeli prime minister was in town, the airlines lost a bag of his advance team's guns. The comment strikes home to Gibbs. "Did I just give you a clue?" she asks. "That's what you do, Abs." She continues with the results from her analyses. Slugs recovered from the fishing boat are a mixture of 9mm small caliber rounds together with the 20mm "big boys" fired from the cutter. There was no gunshot residue on any of the three men in Autopsy -- they didn't fire any shots. Gibbs realizes that the naval captain and the other men were killed on the boat, then the shooter fired on the Coast Guard and slipped into the water with the crates. The crates recovered were empty, but had breathing holes. It appears that people were being smuggled into the country. They killed the crew, then swam the last three miles to shore under the cover of darkness.

In the conference room, Gibbs asks Malachi if he knows about the three bodies downstairs. He presses hard. "Your boss did not send you here to kill smugglers. Who were in the crates? WHO WERE YOU TRACKING?" Malachi reluctantly answers. They were following three members of the Palestinian terror network. Liat confirms that the Palestinians are assassins and are expected to strike in Washington DC. Liat and Malachi are an advance team sent in to stop the assassins. "Who is the target?" Ziva asks. Malachi takes a breath. "Your father is coming. He'll be here in two days."

Out on the street, Gibbs is returning from the coffee shop carrying four cups -- he's preparing for a long night of work. He's stopped by Mossad Officer Amit Hadar. Hadar invites Gibbs to come meet with Eli David. "Please, come with me. He's waiting for you." Gibbs sighs. Phoof!

Gibbs and Director David meet in a local pub, sharing a booth. David was summoned, he says, by Leon Vance to join the conference reviewing past international cases. The conference will also be attended by every past NCIS director except, as Gibbs notes, Jenny Shepard. Gibbs doesn't believe that David is there solely for the conference -- he could easily have attended through video conferencing. David says that he's there to review one specific case ("Amsterdam"). For the first time, he says, all parties involved will peel back the veil. "It may be necessary for me to defend myself", he admits. When David says that he's not worried about the assassins because his team will protect him, Gibbs puts down his foot. "You should have told us you were coming. But like it or not, protecting you is my responsibility." "A joint effort, I think" agrees Director David.

In the squadroom, Malachi Ben-Gidon reviews what they know of the three remaining assassins from the Palestinian Resistance Front, a group responsible for many deaths. Mossad has been hunting the members of this group for years, and has winnowed down the group to just these three last men. One man specializes in explosives; another is an intelligence specialist and the third is the leader of the group. Director David's trip has been kept very secret -- the US Department of State and the Secret Service don't even know. But the Israelis don't know how the assassins learned of his plans.

At the review conference, several people are attending by video from around the world while another dozen or so are meeting in person. Vance is leading the review as they work through one file after another. In the back of the room, Gibbs has a brief moment to catch up with retired Special Agent Riley McAllister. Vance asks McAllister to lead the review of one particular file so that Vance can take a short break.

Gibbs briefs Vance on the investigation, tells him about the three assassins, and about their preparations for protection detail. "How's our own David handling it?" Vance asks. Gibbs looks at him. "Her father left her to die in the desert." "So it's a problem?" "Would be for me," Gibbs says, "Won't be for Ziva."

Outside the hotel, Ziva and Liat are reviewing lines of fire and possible attack methods. Tony and Malachi admire the women's joint expertise. "Nobody protects you quite like a trained killer," Tony remarks. Malachi tells him that while Liat is young, she makes up for that with a passion the likes of which he has never seen.

"Given my father's many enemies, we would have been better served with advance notice" Ziva tells Liat. Liat wonders if Ziva herself may be one of her father's enemies. "I'm doing a threat assessment," Liat says, "And I wonder if protecting his life is an appropriate assignment for you." Ziva offers a test. "We will walk the garage together. I will play my father, and you will try to kill me."

In the parking garage, Ziva tells Gibbs about the approaches. Tony, Malachi and Liat will pretend to be the assassins. Gibbs steps in to play Director David's bodyguard, and leads the way. They approach the first corner. "West side, last car on the left" Ziva notes. Gibbs aims his laser gun just as Tony pops up from behind a car. One down, two to go. Gibbs spots Malachi as he rises from the back of an open convertible on a nearby level. Two down. They turn another corner. "Truck!" Ziva says, spotting a possible threat in the corner. Gibbs glances at the truck, then hears a noise from the other direction and whirls. "A three man team is one thing," Liat says as she saunters down a flight of stairs, with Gibbs laser trained on her. "But we should not be so naive as to assume that means only three guns. I'm dead," she says while clicking a remote control in her hand, "But so are you." Eight lasers, originating from different points around the garage, all converge on Ziva. She looks down, and sees that she's standing directly over a small "X" taped to the floor. Ziva realizes that she's been out-matched this time. Phoof!

In the squadroom, McGee has returned from guarding Eli David at the safe house. He's learned several things from the director. Most notably, the director's aide Amid Hadar had infiltrated the Palestinian Resistance Front years before. Hadar believes that the assassins will try to steal a military transport with weapons before they attack. McGee has set up a network of BOLOs up and down the coast to track the Palestinians as they move from Florida towards Washington DC, and is also watching all hardware shipments. Just then, a call comes in to Tony: An army truck was hijacked from an army base just south of Washington.

Vance steps away from the conference to talk with Gibbs on his cell phone. Vance instructs Gibbs to take over the investigation of the weapons hijacking. He won't consider shifting the conference to the Navy Yard. "I don't want to have to explain to the people in this room that my team can't secure a hotel from three terrorists." It's not about pride, Vance insists. "It's a matter of principle, Gibbs. We stand on their shoulders. These people built the integrity of NCIS. They did their work honorably, consistently and transparently and I'll be damned if that's going to change on my watch."

It's hard to miss the tension in the director's voice. "Is there something going on I should know about?" Gibbs asks.

"No," the director says, his voice dripping with sarcasm, "Everything's just fine." He continues, "We'll be covering the first chapters of my career. I bet you'd just love to have a committee of people who had, wanted, or actively want your job combing through mistakes you made when you were 27!" He issues his orders. "Protect the guy we invited, find the ones we didn't. If you have any more questions, ask Eli." He snaps his cell phone closed and returns to the meeting.

In the squadroom, Ziva and McGee review the weapons that were hijacked. There were several carbine rifles, an anti-tank guided missile, a grenade launcher, body armor and several handguns. When Gibbs arrives, they tell him about the one weapon that really concerns them: a modified version of the Common Remotely Operated Weapon. The CROW is a remote-operated weapon with thermal imaging systems, state of the art sensors and camera and can be equipped with multiple machine guns. Tony arrives. They've just found a stolen car that could have been used by the Palestinians. It's being towed into the NCIS garage.

In the garage, Abby tells Ziva about the car. It's an older model without GPS. It looks (and smells) like the assassins had stayed in the car continuously for the two days since the car was stolen. A refueling system was jury-rigged in the trunk so that they did not need to stop for gasoline.

Abby pauses. "You should see your dad," she tells Ziva. Ziva takes a breath, then matter-of-factly asks "How would that help the case?" "It wouldn't," Abby says, "Have you even spoken to him?" Ziva shakes her head. "No," she says as if it doesn't matter to her. Abby gives up. "OK," she says, and turns away.

After a moment, Ziva has to ask. "What does it matter to you?"

Abby turns back. "Do you think it's by chance that he came back into your life? I mean, what about Gibbs and his father, and Tony. It's just that there comes a point in your lifetime that they come back into your life because they matter to you, and because you matter to him. I suppose it sounds complicated, but believe me, it's not nearly as complicated as knowing that they're never, ever going to come back again."

In the safe house, Eli and Officer Hadar are playing backgammon. Gibbs arrives. Hadar doesn't believe that hiding in a safe house is sufficient to protect Eli. The assassins have been waiting for years for this chance, and prey on human error. Hadar is convinced they will find him. Eli is also frustrated with the need for protection. "In Israel, I travel with a team of armed guards behind four-inch bullet-proof glass that separates me from the world like a sweat-box. Even in autumn." He stands and stretches. "I was looking forward to the chill of the East Coast winter. I understand the air here is different." He even brought gloves for the occasion. He would just like to go for a walk.

Gibbs escorts Director David for a walk around the city, while the protective detail surrounds them. McGee describes it as a "fishing expedition", but Hadar snorts and reminds McGee of what happened to the last fishermen the Palestinians dealt with. They are carefully monitoring the entire area with electronic and human assets. A suspicious vehicle is spotted down the street. While running the plates, McGee admires the calm projected by Director David. "I've got to hand it to your father, Ziva. He has who-knows how many guns trained on him right now and he's completely oblivious." "No, he's aware," Ziva says. "He's always aware of what he does. Not caring about the consequences is what makes him who he is."

The license plate search shows that the suspicious car has been stolen. Liat is visually checking it out -- it's empty. On a rooftop, Malachi has a sniper rifle trained. He has visual identification of one of the assassins, but has no shot -- the man has is behind a tree. Liat moves in on that man. Ziva spots a second assassin and warns Gibbs to take cover with the Director. Liat shoots the first assassin. Ziva drops down onto the second one and holds a gun to his neck. "You tell me where is he. Where is the third?" Phoof!

In Interrogation, Ziva and Liat are watching the captured assassin, Karif Yasin, through the mirror. Ziva tells Liat that she did well, and Liat returns the compliment. Gibbs walks into to question Yasin. Yasin tells Gibbs that this is just a minor delay, that Director David will die, and that interrogation is a waste of time. He's sure he can withstand anything, and will reveal nothing.

Yasin believes that killing David would be an act of war, not murder, and is justified because of the Director's past actions. While the Americans have tried to enter the conflict politically and economically, he says, the Palestinians have seen the blood, heard the cries. Gibbs wants to know where al-Masri is at. Yasin won't volunteer information, but predicts that Eli David will be lying dead in the street and that al-Masri will be standing over him.

In Director Vance's office, Vance is berating David for causing these security concerns. Vance believes that David deliberately leaked word of his trip in order to flush al-Masri out into the open. "He is a splinter in my toe, Leon, he has been for years. If I don't extract him now, it could become infected." Vance says that some of the ex-directors believe that there is contention between Vance and David, that when the subject of Amsterdam comes up that Vance and David will each be trying to make the other look bad. "I never wanted to revisit this in the first place!"

David takes off his glasses. "Leon, the mission in Amsterdam. It was the beginning of your career. It gave you a life, but you should want to know if it was not all just a lie. They are all here, Leon. I have delivered you each and every man and woman, everyone who knows everything. Now, you must be courageous and learn the truth."

Vance is concerned. "Al-Masri will try to kill you, no matter how many resources we put in his way." "Let him come," David says, "He is one, we are many. And our people are supposed to be better. If he manages to kill me, I wouldn't want to go on anyway."

In the NCIS garage, the two directors prepare to travel by car to the hotel. Ziva holds the car door open for Vance. As Eli walks past her, he says "I understand you volunteered for this detail." "Yes," she says, "To protect my director." They look at each other for a moment, and Eli nods. "All right, let's go." He walks around the car to enter on the far side.

"That is all you're going to say to me?" Ziva asks.

"What is the point? I know this face. You made the same one when I told my brother he could not buy you a pony. Ziva, if you want to talk, we will talk. I'm not going to beg." He moves to climb into the car.

"Why not?" Ziva blurts. "You know, confronted with the prospects of your own death, another man..." "A lesser man!" Eli interrupts. "A human man!" Ziva retorts, "Would want to."

Eli walks back around the car to look at her. "Ziva, you are not dead. You are living your life, making your choices. If you choose to let me be part of your life, I would welcome that with open arms. I am saddled with responsibilities that you cannot possibly fathom. The safety of a nation when every one of our neighbors want us dead. I don't have the luxury of allowing my feelings to dictate my actions."

Scornfully, Ziva tells him "You do not have -any- feelings."

"I have no feelings?" He takes off his glasses. "There was a time, Ziva, when I was quite different. When my house was filled with the sound of children laughing. You, and Ari, and Tali. There was a time, Ziva, yes." He turns back, walks around the car, and climbs in. His bodyguard, Hadar, has held the door for him. Hadar looks at her. "His heart is hidden for a reason."

Ziva turns, wipes a tear from her eye, and climbs into the driver's seat. Hadar joins her in the front of the car.

On the street, Gibbs checks with the team. No sign of any trouble until McGee notices a laundry van with open doors that has been parked for quite some time. He slides apart the clothes hanging in the back, and stares into the muzzle of one of the stolen CROW machine guns. "Boss, we've found al-Masri's fixed remote gun position." The gun appears to be tracking Tim's smallest movements until Malachi kills its power. Malachi doesn't think it could be that easy. "This is sloppy. He had to know we'd make a perimeter sweep."

Ziva diverts their approach to the secondary service entry with a squeal of tires and a lurch of the car. From the back seat, Vance makes an observation to Eli. "Most fathers teach their daughters how to drive. I have you to blame for this?" "This she learned from her mother" is Eli's bland response. Ziva glances at him in the rear view mirror, and Hadar simply smiles.

The car screeches to a halt outside the back of the hotel. Hadar gets out first, ensures that the area is clear. They proceed into the hotel. With Ziva in the lead, they walk through service hallways towards the kitchen. Ziva spots a laser light underneath a covering cloth. "Get down!" she shouts, as another automated machine gun opens fire from the kitchen. Hadar and the two directors are down the hallway from Ziva. "Get them to the safe house, NOW!" she shouts. Hadar helps them crawl back away from the fire. Gibbs and Ziva make their way behind the machine gun, shoot it from the rear and disable it.

The directors rush into the car outside, and Hadar throws it into reverse. They pass a uniformed waiter pushing a garbage cart. The waiter pulls out the anti-tank weapon and aims at the car. From behind, Ziva shoots him just as he pulls the trigger, causing the missile to just miss the car. The limousine escapes the scene.

The waiter is lying motionless on the ground. Ziva approaches from one side, Tony from the other. The waiter (wearing a bullet-proof vest under his jacket) springs to his feet with a gun in each hand, trying to shoot both of them at the same time. Tony and Ziva open fire; the waiter collapses. He's really dead this time; Ziva has shot him in the forehead.

Tony runs into the conference area. Police sirens are very audible. Former agents McAllister and Sharp want to know what's happening. "OK, everyone just calm down!" Tony barks. Sharp gives him a level look. "We -are- calm. You're yelling." Tony works to catch his breath. "There was a threat. It's been assessed, confronted, and dealt with. In a fashion." McAllister steps up. "Son, we've all been behind the curtain. We know how it goes." Tony summarizes for him. "Dead bad guy. The end." McAllister nods in understanding.

Gibbs arrives. "Agent Gibbs, everything secure?" McAllister asks. "Yeah," Gibbs says. He speaks into his radio, "Hadar, report."

Ziva arrives. "You OK?" Tony asks. "Fine," she says, still tense.

Gibbs is pacing. "Hadar, come in!"

"Hadar, Acknowledge!"

Cut to a scene at the safe house. We see a radio lying on a debris-strewn floor; smoke is swirling in the air. "Leon, are you there?" comes across the radio. The camera pans. We see an arm stretched out on the floor, then a shoulder, then Hadar's face. He's motionless, covered in plaster dust, possibly dead.

Cut back to the conference room. "Eli!" Gibbs calls on the radio.

"What's happened?" Ziva asks with concern.

Gibbs takes a deep breath. Phoof!
