That text has never been explained that I am aware of. Assuming Leon was the second target that night and not Jackie I wonder if the writers are bringing that text back into the plot??? Who did Eli find??"

I'm being driven crazy trying to find a quote. I saw an episode on USA in December or early January with a quote about doing the right thing. I'm pretty sure it was an elevator scene with Tobias Fornell, but I might be mistaken, as I've tried watching most of the episodes online and haven't come across the quote.
